The author notes that the need to address the problem of insufficient investment attractiveness and innovative activity of regions of Ukraine is caused, first of all, its influence and relationships with such important issues as the lack of development of industrial and social infrastructure, growing regional disparities in socioeconomic development; weak interregional relations, inefficient use of human potential in the region. This multilevel model can be considered the most appropriate because it allows the investor with interests and innovative capabilities to assess innovation and investment appeal at each level: country, sector, region, company, project, etc. Activities of States in the field of innovation and investment, due to his interests and abilities, can solve only part of the tasks associated with the use and development of scientific, technical and IT potential. Accordingly, the author proposes are two main areas to stimulate innovation and investment in regional development, it is, first, the use of the investment potential of the region for their innovative development, and secondly, reducing the disproportionate effect and create a consolidated economy as a set of regions.
